Sheldon Anderson, communications director for Assemblywoman Crystal Peoples-Stokes, is a masters-level student at Buffalo State. He is conducting a study, the purpose of which is to conduct a summative program evaluation on the New York State MWBE program. He will identify if the MWBE program has merit, whether it should be continued and or expanded, and what are the challenges to the program’s continuation. The study is intended to provide additional qualitative data related to the MWBE program and highlight recommendations from improvements. The study seeks to build on existing analysis into statewide utilization of MWBEs on state contracts.
The NYS Disparity Study is scheduled to be released in 2017. The Disparity Study seeks to determine if a statistical disparity exists in the award of New York State’s contracts to ready, willing, and able market area MWBEs. The study does not prioritize qualitative data and administrative practices. As a result this project will supplement the NYS Disparity Study with qualitative data related to programmatic challenges, and how these challenges might be addressed.
